Yes animal overpopulation is an issue, but I totally understand is this is a wedding gift :) you are wanting to find the perfect dog.
Once you have found the perfect dog though, I hope you will strongly consider getting your pet fixed, becuase that responsible part of pet ownership really helps with the pet overpopulation issue too.

I do know of one breeder in New Hampshire
http://www.teamtsuga.com/
you might contact him, although I do not know if he has any dogs available.

You don;t mention specifically a puppy?
Lots of people prefer to get older dogs, it saves you the hard work, and time commitment of training a puppy. Not that older dogs are not work, and don't require time. But a puppy takes even more so.
You might speak with Siberian breeders about adopting a retired racing dog, or finding a dog from a racing kennel that is not 'making the team'. The folks at Tsuga might know of some available older dogs for you.

You might also consider going to a local SIberian Husky rescue organization, here are links to some new you:

They help find permanent homes for Siberians, and may have the perfect wedding gift for your Fiance.

Lastly spend some time learning about the breed. SIbes are notorious for not being able to be let off lead, they like to run away. They also have a strong prey drive, and you should be careful around small things. Of course each dog has there personality, but it is good to understand the general breed characteristics.
Sibes are a working breed, and as such need lots of exercise. But working dogs need some mental stimulation as well. Clicker training, bike-jour, canicross, agilty, and ski-jouring are all great activities to do with your dig.
The time you invest in training a working dog and building that relationship with them is well worth it. In return you will have more fun with you pet, who respects you and is well mannered, but also trained to be able to go out and have fun with you.

Here are some links for different activities I mentioned above:
